That deadline exists for a practical reason: source documents expire, and delegating a process with expired documentation complicates things rather than making them easier. The credit applies to the complete delegation of the process. It does not apply to one-off assistance with a single procedure, to files already filed and observed, or to follow-up and management of a case already in progress, which are separate services quoted independently.
